If you use target="new" in multiple links, those links will try to change the page in the "new" window. target="_blank" is a keyword that creates a new window even if another window was already created using that target.
Official target keywords are _blank - new page, _top - top frame or this page if not in a frame, _self this frame or entire page if not using frames, _parent the frame that houses this frame (I think this works the same as the other frame ones when not using frames, but I'm not sure).

target "new" only works in the newer browser versions. It used to work in internet explorer only. It was another attempt by Microsoft to dominate the software market. target "blank" has always worked in all browsers.

"_blank" just looks cooler (and harder to remember). I don't think there's any actual difference.
