That depends on the motherboard. Newer motherboards have temperature sensors on all critical components and it will one, give you an error that says the CPU fan is not working or two, give you a beep error code and shut down. The point is, on most modern motherboards, it will shut down before any permanent damage is caused so for all intents and purposes you will not be able to boot it. You can go into the BIOS and change these settings and allow it to boot but you will fry your processor if you do so. If your computer is not booting, that can be caused by any number of things, bad memory, bad power supply, bad motherboard, it just depends on exactly what your situation is.

Most systems now have a sensor wire attatched to the cpu fan that plugs into the mother board. If the fan is dead, the system will not start. This to protect you from burning out the processor, without the fan, it will not take long to damage the processor. Older systems have the fan connected to one of the lead outs directly from the power supply, these systems will boot without the fan, (but I don't recommend it). I would just take the fan off, go to a local computer supply store, (even a radio shack), and buy another one. It is a very simple thing to replace yourself.

Actually CPU fan is used to keep the CPU temperature without overheating. So when CPU fan not working CPU temperature will go high. So computer will fail to start.

that actually depends on the motherboard....some will allow booting until the cpu overheats and then will shut itself down, others won't allow any booting at all. try replacing your fan/heatsink and see if that helps. a bad power supply will also prevent booting even though the fans and lights run

By fails to start, do you mean to power up at all, or do your lights go on and the PC just fails to boot?

well the fan keeps the cpu cool, but doesn't run it
you can use your computer still just fine, but be wary of heat damage
get it fixed or replaced by your manufacturer, they probably do that for free

Not to be like a douche bag with a douchey answer... but I'd probably just be best to take it to... The company where u bought it (say it's a mac idk.) or like a local computer repair shop. That doesn't sound like a consumer fixable problem. Sorry I know I didn't help much...

Depends on if and what kind of CPU thermal protection circuitry is in your computer.
