I'm thinking they charge in Russian rubles because one USD usually equals around 25 or 30 rubles, and one Canadian dollar usually equals around 23 or 25 rubles...

If the price of gas was in USD or Canadian dollars, then I'd be outraged!

Ha ha... i don't think that will happen, unless a russian patriot wants to play a prank on americans..... that would be funny.... 50rubles for a litre, and 75rubles per gallon

Even at Lukoil stations (in the U.S.) operators don't know gas prices in roubles. So if the gas price at Lukoil stations is linked to the rouble (which is possible, I admit, although ulikely), the decision is made at a higher hierarchy level.
You should know better than me about Canada.
