Get a student loan to pay it off. Your new school can help you get one to cover that, as well as expenses for the new school; or you can get one through your bank. Regardless, you'll have to pay it back sometime. I have no clue how a bursar bill works, but I know with the student loans I took out, they can arrange to have it taken directly out of my earnings even without my consent. It'd be best to just get the loan and pay it off when you get a job and can afford it.

This might be a problem as you can get your transcripts frozen, which means a your stuck without an education until its paid off. Talk to your old school and see if you work out a payment plan.
