You can plant any time. Make sure the pip is ripe (sometimes you can tell by shaking the apple - if the pips rattle, then they are ripe). Plant several in a pot with good seed compost and keep warm and moist. When the seedlings appear, wait till they have their first set of adult leaves and carefully transplant the strongest ones into their own pots, using a seedling compost.

You have to be aware that most apples are grafted in order to ensure a consistent variety and to control the size of the tree and cropping. Trees from pips will rarely breed true but that is the way that new varieties are created. If an apple has a name like Cox's Orange Pippin or Miller's Seedling, you know that variety was grown originally from a pip and just happened to be successful.

Huh, not sure I understand your question.

The only thing that I can figure is that you want to grow an apple tree from seed.

If that is your question, Don't bother. Apple trees are fairly inexpensive and go to a reliable garden center and buy one suited for your area.

Don't know of any variety of apple without a pip.
