since no one has address that "noise" problem there's a good chance that the motor inside your CD-ROM has crapped the bed, or the spring used to extract n retract the tray itself might have broke or unhooked itself (happend to me). If either those are the case then you can stuff all the paper clips you want in there but it's not going to open.
Open your PC up, n carefully you should be able to remove the entire CD-ROM itself (probably need to remove some screws on the very sides of it pending the model) unhook the power and data ribbon/wires, and very carefully n gently try getting the tray to slide open. Once opened see if anything is jammed (loose CDs or like some fools do more than 1 Disc in at a time) if it all looks ok, with the CD-ROM still out of the PC reconnect both the power and data wires and turn the PC back on n listen to see if the motor inside is working properly if not then just go out a buy a new one they're relativly inexpensive average 30 bucks a pop.

Most computer CD and DVD drawers have a small hole that you can push a straightened out paper clip into that will force open the door mechanism. You will either see this on the front, or you will need to flip the door down if you computer has a door that opens to cover the tray. Mine was acting as yours is and once I got the tray opened I realized it was complaining because I'd stuck a DVD in on top of a CD. Oops. Works fine now.

take a paper clip and stick it in that lil hole by the button to open it u gotta push it a ways in though dont be scared to do it, it will open it for u might have something stuck in there

It's stuck. Use the pin hole that's there for that reason. Use a hairpin and not a paperclip
