Why do car companies design all their cars with power windows to work only if you turn the ignition key to on?

It is a safety feature, to prevent children from getting caught in the windows, and injured.

The Jetta offers a power window which opens and closes when you stick the key in the door, turn the key, and hold it.

VW has it so you can open from outside and they will operate for 10 minutes after shutting the car off.
