Stockings aren't especially comfortable, and most of us don't like them, but girls get to wear them to even out the skin tone on the legs, so they look cuter with skirts and heels. If you'd like to wear some, get some that are a little bigger than the recommended size for your height/weight (according to the chart on the back).
You can wear anything you like, and if you wear them under pants and shoes, no one will even know.

If you are a thief, you can wear one on your face. If you want to wear them on your legs, that would be OK, I suppose, if you are an actor playing the part of a Transvestite. Once I wanted to do a Billie Holliday imitation but they wouldn't let me.
If you have secret reasons behind this question, perhaps you should clarify them to use or not.

Silk stockings are available to anyone with $40.00 at www.stockingstore.com. I am not sure why anyone would buy them when nylons are much sheerer and cost less than half that.

You are not shopping in the right stores. Many high end stores sell men's socks made from silk.

You can if you prefer. Nobody would see them under slacks and socks anyway. Just don't go to the gym and change on the days you wear them.
