Delhi is a vast city that has expanded rapidly over the years taking in what used to be villages but development has not kept pace. So one finds a lot of country bumpkins there. Clothes are cheap so the average delhi-ite is better dressed than people in other cities. Unfortunately, this means that a well-dressed person could turn out to be a country bumpkin or even a thug. The average Delhi street person is out to make a quick buck and will try to fleece anybody who gives him or her even half a chance.
