Yes - it is almost impossible like you said.
Delhi is a very big place and to have detour without spending money is like asking for too much. There are no known legal and safe ways to do it.
Delhi is not designed for a walking tour, though sometime back there was some news about a particular path built for a walking tour. It may take some time before they are ready with it.

It's actually really tough to go around New Delhi without spending money and without a proper tour guide. There are a lot of beggar children and other beggars who will not stop to harrass you for money. You may feel harrassed and pressured and ultimately frustrated. Try to get a tour guide from the hotel you're staying.. They will highly recommend one and it is also safer as the tour guide usually speaks good English and the beggars may avoid you if they see you with a local guide.
You need to spend money because the only way to eat food safely is to have your meals in the hotel restaurants. You definitely would not want to have your meals along the roadside or in the small restaurants along the road. Bottled water is preferably bought in hotel restaurants. You also need to spend money to tip the tour guides if they do a good job as tipping is their other source of income other than the pay which is rather low.

There is only one way ...get in touch with Indian friends . that's the best way .Freinds that you know. Delhi is little difficult .I've been staying in delhi for 3 years now but still have difficulty in finding places . So while it is almost impossible to travel delhi for free but if you have friends here , iam sure they could take you anywhere around..Anyway,Delhi is inexpensive , it doesn't cost much to travel here
However , Delhi is a little clautrophobic . If you have time at your hands . Why don't you try couple of places i've mentioned in my travel blog.

Hi Frnd,
Use following tricks,
Travel: buy a 25 Rs. ticket in DTC bus(valid for 1 day). you can travel full 24 hours on DTC buses for Rs. 25 pass any day.
Food: Langars(free food) at Gurudwaras(sikh places of worship)
Night Stay: Rain Baseras(stay places for poor and home less) or Dharmshalas.
No Taxi, No Guide, No shopping. Carry water so that you dont have to pay for it.

Stay in a cheap hotel. There are quite a few in Pahargunj.
Take a tour bus - they come pretty cheap.
