my builder has repointed the bottom layer of bricks at the back of my house by cementing over the whole section of bricks is this ok

It's ok so long as he hasn't bridged the damp course. It's likely that the layer below the damp course was permanently damp and so had suffered spalling and frost damage.

Yes. He has probably added a plasticise to the mix as a damp course. Let him finish the job and then take a look.

This is called a plinth, perfectly normal especially in older houses, it stops the rain splashing up, normally painted black.
