I think you need to contact the Board of Health with this one. Most government agencies are not going to rush forth to help people at the request of an outsider but in this situation, there is a definite health risk which can involve everyone around the area.
Check online at your state.gov to find the Board of Health. You may also have a city listing for that at which you could call your City Clerk for information.

you need to report them to the housing department in your area. This is just a sample of the departments.

you can make an anonymous tip that such and such address has no plumbing. Then what would happen is that the owners of the residence would receive a summons when the department would inspect it. If by 90 days they have not made progress to fix the problem, the establishment would be condemned, and the people living there would be placed in temp. shelter until the problem is fixed, or they have found another residence.

Your city's Department of Human Services. If children are there also call the Department of Families too. If there are other neighbors that agree with you, start a petition and try to get everyone on the street to sign it.
My Daughter's grandparents had some neighbors like that and they petitioned HS in Chicago. The house was deemed uninhabitable and condemned (the city basically took the house). Some investors got in there and it is now one of the nicest homes on the block.

If you dont live , eat, or have to visit there Dont interfere since it really isnt your conscern . I am sure the city will handle it.However if the residents need help to understand that they need to do something about the problem. Then offer help .
