I am surprised that this is going on in Singapore when they have so many strict rules about other aspects of life like not littering the streets etc.
I would suggest that Police be stationed in nthe Libraries and offenders be removed.

It's not just the Chinese, people all over the world speak to loud in libraries either because they don't realize how loud they are or they are total jerks. Ask the librarian to speak with them about lowering their voice.

That is being kind of racist. people of all ethnic backgrounds can be discourteous.
