Yes, you may find a business minded investor / funder / strategic partner in your venture. Have your project drawn up properly for any potential investment and approach SME merchant bankers, business professionals / developer, brokers etc. to locate a suitable funder for you.
INR 3 m is not a big sum from business point of view. If your project is worthy, even a commercial bank would be willing to help you.
