There are several GSM operators in Ukraine, the leaders are UMC and Kyivstar.
The SIM-card from UMC costs 50 hrivnas (USD 10), including 15 hrivnas (USD 3) for calls.
The incoming calls are free of charge, the outgoing calls to USA are priced 0.65 cents in business time and 0.30 cents outside business time. (tariffs of UMC-International.

If you have a GSM phone you're in luck. The cell phone is probably "locked" which means that it can only use Verizon's network in the US. It can get it "unlocked" through many websites.

However, chances are because you have Verizon like me it's CDMA. So, my recommendation is to buy an unlocked GSM phone and a sim card for a Ukraine cell phone service. Check ebay.com for this or http://www.cellularabroad.com/ukrainesg.html/
