"Excuse me" is too vague to be helpful. It could mean you just farted or burped, or are taking exception to a conversation you are hearing. You need to say something different or add something to indicate that you are asking them to do something.
"Excuse me, may I get by?" "Sorry, could you move a bit to let me by?"

generally when you say "excuse me" when someone is in your way and they don't move then you simply go around them. If they are talking with someone and maybe they didn't hear you and yet they are still in your way, then you would say again "excuse me" (in the same voice tone, hopefully it's a gentle voice) and gently touch the tip of the fingers on your right hand to their shoulder (in a gesture to show you are coming thru and to kind of gently block them so they won't crush you as you go behind them) and they will notice you and move.
Why do they refuse to move? Probably because they were deep in thought or conversation, or maybe they didn't hear you say "excuse me".

why should a person have to move. Just find a different way to go. It get on my nerves when someone says excuse me. When they could have just walked to the other side. Because it would have been shorter for them to do so. they just want to worry me.

simple: they've either been told *excuse me" so many times that actual day, it annoys them. Some just refuse to move just to frustrate you

They might need to be at that place at that time, or be unable to move, or not hear you. If you wait a second to see if any of this is the case, and it's not, then you have my permission to push them down to get to whatever super-important place you need to go.

I think overall, some people just believe you should push on through after you say that, or that is their spot, and they won't move until you say you are coming through.

Depends on what kind of environment u're in. I assume it is city life, it is very hectic & stressful. People ar tired , they react slower. Depending on their age & size of body too.
