Men will be men. I don't see how he can stop it without wearing an irremovable groin guard. On the other hand, he can get someone else to do it for him, but I don't think that's the answer you're looking for.
When you're away for so long it can be extremely hard (sorry for the pun) to keep your hands to yourself. A friend who came back from Iraq told me that even the seemingly most battle-hardened war heroes turn into adolescent crazed wankers when they are alone for a few minutes.
As regards harm - apart from potential repetitive strain injury - not much, as long as you can accept it.

To answer your first question. There is no harm to HIM but it sounds as though you feel he's cheating. Exactly how does his masturbation hurt you and your relationship? Humans are, sadly enough, not emotionless machines with the same level of sexual need as the next person. Most people seem to think masturbation is harmless, pleasurable, almost universal, and can be mutually pleasurable when done together. How much do you need him to stop. Yeah, ask him to stop. but, first ask him what he thinks about when he masturbates. If it's you my dear, then encourage him to masturbate to his hearts content. To think that he only sees you for a month out of the year. He could be doing worse things like seeking someone else to satisfy his urges.
