Use Microsoft Frontpage or Macromedia Dreamweaver to create the HTML pages. Then visit http://www.free-webhosts.com to find a free webhosting services for yourself. Or if you need a quick web hosting, visit http://www.freespaces.com . Create an account, Log In and go to File Manager. And upload your HTML files and all the images that you used. Make sure you put them in their proper directories. And name the main page as index.html . Let me know if you don't understand something.

If you mean from your own computer you need a server like "Windows Server 2003" if you mean just to setup a few pages have look on the search engines there are plenty of free ones If you want a copy of Windows server let me know and I will give you an address to get it, please note this is an operating system and you may not be able to upgrade so would have to wipe your computer
