Either go to a bank or credit union. Most have a minimum of $50 to start with.
A credit union you have to open up a savings account $5.00 and keep that in there the entire time you are a member!

In the UK a while back the government required banks to offer non-status accounts for those without access to bank accounts. Unfortunately not all banks began these schemes but Abbey National, Nationwide, Barclays and a few others do offer them.
They are pretty basic but you can set up direct debits, standing orders etc. and you do get a cash card. But you don't get a debit card or a cheque book or an overdraft.

Skip the banks all together and get a membership to a Credit Union. Pawn some jewerly for cash and open up a zero balance required checking account. Credit Unions are less likely to screw you. Banks will screw you unless you are vigilant.

Show up with some cash, and any bank should let you open an account. It'll have a minimum balance, and it might have some fees, but you can get an account.
