how do you know that the battery is full if it wont power up? i suggest that you borrow someone else's battery and try it on your phone. if it works, then its your battery that is not working. maybe it has a leak or is already busted. its time for you to buy a new one.
if it does not work, then proceed to your nearest nokia service center for repair. its the phone itself that has a problrm. good luck.

Try a new charger..... could be the on/off switch... or a defective battery... clean the connections on the battery/phone with a rubber...

Put the battery out and put in again, power it up.
