want to go through the (im sure) long and painful process of identifying the tube and removing it. I just want a quick fix. Ill get a wire brush and scrape it clean. Then...?

Can I use any type of high temperature tape?
Can I use epoxy or JB weld? What should I use to cover the hole?

The tube is about 1/4" diameter.

Any ideas?

You are probably looking at the wrong tube. Most of the time coolant flows through bigger tubing, The tube that you are looking at is probably a transmission line for your automatic transmission. No coolant flows through these lines though just transmission fluid. The coolant you are seeing coming off of those lines is probably coming from above and dripping off of the lines you can see. Some vehicles have steel lines running back through tight areas for the heater core but i have never seen one that is 1/4inch diameter, I am not saying there is no car like this, Just that I have never seen one and I have worked on a lot of vehicles. Sounds like a transmission oil cooler line that connects the radiator to your transmission. Buy some rubber "fuel injector hose" whose inner diameter is the same as the outer diameter of the metal line to be patched. Also buy 6 stainless steel worm drive hose clamps big enough to fit over the fuel injector hose. Then cut a piece about 4 inches long and slit one side length wise with a sharp razor blade so that you can slide it over the metal tube. Position the hose slit opposite from the rusted hole in the metal tube. Now install the worm drive clamps making sure to position at least two of the clamps over the rusted hole area.

JB weld should do it for a quick fix, just make sure the tube is clean and dry.
