Yes it is very important to speak a secondary language.
The problem with English, Australian or Americans is that English is the only language, for years we thought the French had that right , however we now know that no one has that right.
I think it is extremely selfish that English speaking people do not want to learn an additional language.

First Bush would need to learn proper English to have a primary language before he could have a second language. But to answer your question on a more serious note no. My reason for this is what ever language the head of a nation spoke it may be viewed as an insult to other nations that do not use that language.
For example if Bush were to learn Chinese Japan may feel insulted that he doesn't see fit to learn their language, etc. And obviously there are far to many languages to learn a significant portion of them.

Yes, it's very important. Even if they only know a few words, it means a lot to the leaders of other countries when a President/Chancellor/Prime Minister of another country knows any of the language at all.
President Bush speaks Spanish fluently, and a little bit of other languages as well.

It would be useful for President Bush to speak in mandarin to President Hu because China has become a powerhouse but it would be unreasonable to expect this - it's not important either one speak a language other than their native tongue - there are linguistic experts to help translate.

Why not?
Like in my own case. My whole country knows how to speak English. And it is our second language.

Had it been we do not learn a foreign language, how will i be able to communicate with you people? talk less of initiating policy plans that will be useful to the nation
