The police in your country should catch them and throw them in jail. I too feel sick when I see the women showing different parts of their bodies. They try to attract the men and then when the men try to go near them to touch them, they report the poor guy to the police for harassing them. It is not correct. Something should be done. I live in the middle east - uae and I see it happening all the time. It is a source of distraction to the drivers on the road.

Cultural difference. For example in Asia people want to stay white because it reflects healthiness, wealthiness, and other good things. In the west, things are quite opposite. A good tan is a mark of healthiness for example. ;)
