If you have to ask, you really shouldn't be "practicing".

If you need to ask the question, you are unqualified. A chartered or certified accountancy certificate is needed to provide statutory audit services. Anyone can claim to be a bookkeeper - but larger clients will expect to see a practicing certificate. However, in order to "run" an accoutnancy practice, you do not need qualifications - but you will need qualified people working for you.
