the root of the word is Greek. idios: meaning private and peculiar
this in another form is idiotes meaning a private person, an individual of the low ranks, a serf, a farm labourer without education or social rank.
thus idiotic, as pertaining to the simple rustics and other low rank people. the Attic Greeks were pretty snobbish. the simplest form of the word is idio used as a prefix to mean private and distinct, for example idiogram for signature, idiom for a distinctly private or unique expression.
The common usage now is to refer to some one of low intelligence, not smart, retarded in development. If you have been called this it is an insult.
