There is a chance to get pregnant, because there is semen in liquids that get out before ejaculation. Was it near the middle of her cycle? Then the chances are higher. You must not have sex between the tenth and the 22nd day of the cycle, even with a condom, because as you now know, it can break.(The rest of the days are not safe either, but slightly less dangerous). She should have a blood test for pregnancy after a couple of days.
Plus, when people have sex there are responsibilities, the most important being that she must be consulting a doctor. And she must not get any pill without doctor supervision, it can be dangerous.

The first two answerers are completely wrong.
The whole time men have sex, they release pre-ejaculate (which contains sperm). If the condom broke, that pre-ejaculate could have entered her.
You will have to wait until she is supposed to have her period (wait until the first day it's supposed to start), and then take a First Response or e.p.t. pregnancy test.
You were as responsible as you could have been, and it will probably be fine, but you will need to take the test.

Very high indeed. You should not have done that at all. The percent is very high even the condom didn't break out. Even only one sperm can make a woman pregnant, you know. Oh... but don't worry. All problems can be solved. I'm sure about it. Maybe, if you're lucky, she maybe doesn't pregnant.
With all truth in the world,

There are 2 sides: Hers depends of her menstrual cycle she is and yours even thou you didn't ejaculate, your normal lubrication carries spermatozoids, enough to get her pregnant.
But I think all will be fine don't stress.

The possibly ranges from 1-100%.
If you don't want an unexpected baby, my advice is to play it safe and take her to a drug store and get the morning after pill.
