Itching is caused by histamine which is inside a special kind of White Blood Cell. When you scratch you are stimulating the release of more histamine until all the cells have depleted their histamine supply - leading to temporary relief. Until more histamine containing White Blood Cells travel to the site of the bite or hive or poison ivy rash or urticarial rash. It is better not to scratch and to use an antihistamine cream or pill - instead.

If it's not something on your skin, then it's probably psychological, so if you scratch something that you only think itches, it feels better.
