It sounds like some domains are inaccessible to your machine for some reason. If you are using a proxy that blocks advertising domains, you may see "This page cannot be displayed" in place of the ads that have been blocked. (If that's the case, you're not missing much.)

Check your proxy settings (Options > Internet options > Connections > Advanced -- if I remember correctly) and see if there is an address listed there -- if there is, that is your proxy server. Disabling it may get rid of the messages, or may break your connection entirely, depending on your ISP. (If you break your connection, just put the settings back the way they were and it will work again).

Call your ISP and they should be able to explain the reason for the messages.

It just means that for some reason, your computer could not load the page you are referencing. Most of the time, its either a problem with the site you are looking at, or the server.

If you are trying to access something on YOUR computer, then it usually means that the file has been moved, deleted, or corrupted (providing your software is working).

I think it's to do with your protection and safety etc. Perhaps try going to Tools > Internet Options and find the protection and safety thing and lower it down a bit. Also try pressing Refresh or checking your connection.
Good Luck.
