would it be the person whom signed for the arrangements. Are they responsible for the bill?

When a loved one passes away the spouse or power of atty. are usually the ones responsible for the bill. Most of the time the funds can be deducted from the estate. Also, if the individual has no capital and the family has no source of money then the funeral home will finance the funeral and the immediate family or spouse can make payment arrangments until the balance is paid in full. I also want to point out that funerals aren't cheap. My father passed away in his late 30's and that was back in 1995. His funeral expenses were around 20,000 plus about 10,000 for the headstone so try to make sure that you all have enough life insurance to cover death expenses and have enough left for your children and etc. Hope this helps.
