If so, you may be experiencing the result of over masturbation in the past. Too much masturbation can drain the body of proteins, calium, testosteron and other important hormones. Masturbation can drain the spine and the brain from fluids.
This is proven as sperm contains various fluids, hormones and building stones which are required for the body in order to protect and mature itself.
When an erection occurs, it is not just blood that flows to the penis. There are far much more processes working. This probably explains why you can't have an erection.
Although 2-3 times a week does not seem over masturbation to me, I advise you go look at the internet (see sources). Below websites contain information about over masturbation and their symptoms. There also exist products that can refill your sex drive and restore the chemicals in your body.
Note: I would first carefully examine the ingredients of such products and their side effects.
Here are some tips to increase your potence:
- Practice sports (bodybuilding is a very good sport to increase potence). The higher the intensity, the higher the release of hormones in the body, which results in higher potence.
- Get 7-8 hours sleep a day.
- Consume vitamins (very important also) and calcium.
- Eat healthy
- Take a supplement for restoring your potence (not viagra!)
- Try not to ejaculate for a long time

2-3 times per day is a bit high. Try to ween yourself off that habit. I would advise not touching yourself for a solid month then go back to it but maybe only 2-3 times a week, not a day. Masturbation is great in moderation. Another tip if you do restore the sensations down there, try masturbating in different ways. If you always lay down, stand up, if your also beating your meat like it stole something try something a little llighter and maybe not even touch your wang at all, maybe try nipple stimulation or anal stimulation if you want to get adventurous. Anyways just try step one first, don't touch yourself for any sexual gratification at all for an entire month. See where you stand after that. There is a healthy balance between jerking off like a mad man and being a monk.

You should still have good "Penis Health"
Don't be embarrassed to visit a doctor and explain your concerns. It is better to catch anything wrong EARLY than Later (when it could be too late to fix it).

Why doesn't your Penis get hard anymore? I know how you feel. Could be a lot of reasons why you're incapable of getting an erection. This will help you get your feeling/erections back. https://tr.im/gethard Works like a charm. Good luck.

Male sexual arousal is a complex process that involves the brain, hormones, emotions, nerves, muscles and blood vessels. To solve the erectile dysfunction i suggest to check this natural method https://webmd.im/Erectile-Dysfunction
Erectile dysfunction can result from a problem with any of these. Likewise, stress and mental health problems can cause or worsen erectile dysfunction. Sometimes a combination of physical and psychological issues causes erectile dysfunction. For instance, a minor physical problem that slows your sexual response may cause anxiety about maintaining an erection. The resulting anxiety can lead to or worsen erectile dysfunction.

You may have a condition known as ED, erectile dysfunction. There are pills you can take to increase blood flow, increase arousal, etc. Talk to your doctor, though it may be embarassing, because it will be less embarassing that when you're with your woman.

You should talk to your doctor about it. It could be signs of a serious medical problem.
Viagra will help but you may have high blood pressure or cholesterol that could be causing this.

Based on your other questions regarding liking old ladies and having anus pain, and now getting no erection, it seems to me you may want to see a doctor about more than just these problems.
