It can be both. It really depends on you, who you're with, where in TJ you are going. Stay with your friends. Don't hook up with random people at the bar. Travel in a large group. Take the taxis and busses, don't drive. Remember it is a foreign country, you are not free to act like a jackass like you are over here.

They are both right. Some parts of TJ are violent and drug infested. Other parts are relatively safe. Enscenada is pretty safe from my experience. Not the hot party type spot of TJ, but nice. There are several smaller communities between Enscenada and TJ. They are great for just hanging out on the beach and stuff, but not much going on there.

Tj is the worst place in the Western Hemisphere. Well, there's also Mexico City, Bogotá, the slums of Rio de Janeiro and all of Haiti.
On second thought, Tj is pretty bad. Try Rosarito. It's way calmer and more tourist-friendly.

For the love of god dont go alone.. I hear tell recent the boarder in texas "off the highways" have gotten downright violent but the Ca border hasent changed. its perilus if you go alone anywhere in mexico.. just dont do it.

I have been several times.. don't drive in, park and take the little bus.. stay in groups you will be ok.
