No air in the bottle to dry it.

Because part of what makes the glue stick work is air....and as long as the cap is on, there is no air getting in there, so it doesn't stick.
Ever notice that when you leave the cap off for a while, it's way hard to get it to roll up??? That's because the top part has stuck.

Because the inside of the bottle is coated with a substance the glue won't stick to.

the glue needs air to harden that is why there is a cap on the bottle........
