what you are referring to i assume is the part where it says "we are endowed by our creator with certain unaleinable rights"

this means that we have rights as human beings...endowed by our creator means given to us at birth by GOD. no country, entity, or individual shall interfere with our rights to life, liberty, and the pursuit of happiness.

American Citizens are Citizens of The United States Of America, and Citizens Of The United States Of America, are American Citizens. All Citizens in this Country have certain unalienable rights and an array of privileges. Documents like The Declaration Of Independence, The American Constitution, and The Bill Of Rights were written by men who knew how to use there words correctly, and in there proper context. Every syllable, of every word was carefully crafted, to convey a very specific idea, and meaning. Men like Thomas Jefferson thought about every word, before putting pen to paper.

Where are you getting privileges from? The US is established on the idea that all rights are given by God to the people, that govt exists only to secure these rights with the very limited powers granted by the people, and only so long as the people continue to consent to the govt having those powers - the decleration states that power to change the govt as elections first & force if that is not possible (of course the colonies were not able to vote at the time). I don't know what the hell you're talking about but we've very free today in the practice of those unalienable rights & privleged to be so. We each as citizens owe a duty to our country to preserve that freedom & to grant that opportunity to oppressed peoples around the world as it was once granted to us.

Could it possibly be the two terms are interchangeable?
Like America, The U.S , and the U.S.A which mean the same thing?
