So the answer to your question is "No" and it is likely to be so for the near future.

well, some can argue and say its the US government because they're the one's that created ARPANET, which was the first computer network to share data and information between remote sites.
Or, some could argue that its Nominet and Internic for controlling all the domain names which take you to the websites.
And, you could also argue that ICANN own it, because they actually manage the whole DNS structure worldwide...and are part of the US government.....
It's just one big loop that goes back to the US government, but the Internet has evolved into something too great to be controlled or owned, so therefore, it must belong to the people.

If you have control of the router, you can always be an *** and specify privileges for your local IP address, i.e. dedicate some bandwidth for yourself. But then, if you are asking for help here, you already do not know how to do that. So... no, not unless you pay for a separate connection for yourself. If you are complaining about speed, why do you have DSL Lite? Go get 7Mbps cable or something.
