many high school kids agree, but is it really such a bad thing if a boy still likes to wear underwear with cartoon characters on them? and i mean briefs with something like yugioh or some sort of brand name printed on them like gap. are those kinds of kids blameless for their preferences?

I'd say its not normal, and its definitely setting the kid up for problems with peers if anyone were to find out. It sounds childish to me that a teenage boy would still like cartoons to that extent. I would advise against letting kids do that, because part of high school is about preparing for adulthood.

Not at all. Actually a lot of grown men are wearing "underoos," to make a fashion statement. There is a somewhat new designer underwear brand called Ginch Gonch, made for men who think it looks cool to wear that kind of underwear. Honestly, I think it's fun, and shows a sense of humor and personality.
If you're doing this for reasons other than a fashion statement, like not wanting to grow up, then you might have a problem.
