as your pc is starting up, continually pres the f8 key untill it goes to the startup options screen. use the arrow keys and select SAFE MODE.
When you get to safe mode, go to add/remove programs and uninstall your video drivers. restart pc normally and when prompted re-install your video drivers
I had the same problem before, you changed the screen resolution to something either the monitor or the video card can't support. its an easy fix

Your video card probably has corrupt drivers, or the wrong drivers entirely..
First you should start by downloading the correct drivers from the video card's website.. If your computer is a box computer, ex: dell, emachines, gateway, etc. Lookup their website accordingly, Each website should have a section for drivers and downloads, you can look up your pc's model number or serial number and find the correct drivers for your system, Usually this is under display adapters, or video..
If this doesnt work, here are some more solutions..
boot into safe mode. To do this, Press F8 just before the windows logo screen (when the pc is first booting up).
While in windows in safe mode, Open your control panel, System, Hardware Tab, then Device Manager..
In device manager, Click the Plus [+] next to display adapters. Remove any display adapters it shows, and once this is complete, run the add new hardware wizard from your control panel..
If you lose display after removing the adapter, Wait about 45 seconts, and if the display does not return, Press the power button on your pc, and let it automatically shut down. Just tap the button, do not hold it.. Once the pc powers off, turn it back on, and upon booting into windows, it should automatically reinstall your graphics drivers..
If you believe the hardware may have something wrong with it.. First try removing the video card, blowing out any dust from the slot it was in, and reseating it.. This will not be possible if your video card is built in..

Your video card is broken. Open the case and make sure it is inserted properly. It's the chip that your monitor cord plugs into from the back. If it plugs straight into your motherboard, that means it's integrated video and that's bad news and you'll have to replace the motherboard instead.

Right click on the Desktop>Properties>Setting>adjust the screen resolution 1024x768 pixels and set color quality into Highest(32bits)!
