First is the file something that you should be deleting, if you know what it is, Is the file in use? is it a file that could be shaired? if so turn off the program that may be shairing it, and try to delete it again, If that don't work, Reboot your PC, After the keyboard blinks press the F8 Key, select safe mode and hit enter, select the version of windows you have (probably only one choice) and hit enter again. when you see your desktop you will have a popup informing you that you are in safe mode, click ok. or yes.. Now locate the file and try to delete it. Reboot. just let it boot normally. if the file deleted you are done, if not you can download MOVE ON BOOT. its a program that will delete it when you reboot, http://www.softwarepatch.com/software/moveonboot.html the download link is on the right. Just run the program and then select move on boot, find the file that you want to delete, and select delete on next boot. ( I think you may be able to right click the file and select the delete on boot option without having to actually open the move on boot program up).

If it's on a network, you may not have sufficient rights to delete it.
If it's on a floppy disk or CD, there's either something wrong with the disk or something wrong with the drive. If you can open and rename other stuff on other disks, then the disk is broken. If you can't open or rename anything on any disk, the drive is broken.
If it's on a local hard drive, it may be a protected file that's been corrupted.
Try checking if the folder or any of the files in it have a read-only attribute flag checked by right clicking.

that happens to me too. it means, the file does not exist anymore. you could have deleted it before, but the name of the file is still there.
