Does it have something to do with the computer and the signal??

Let me get this straight, you boot to the desktop, and you see your files, and nothing but a black screen? If this is correct then, right click the desktop and select properties, select the desktop tab, and in the list at the bottom choose a pic that you want to use as your picture, then click apply and then ok.

by the picture do you mean the background on the desktop(main screen) if so right click anywhere on it and go to properties then go to the desktop tab and you should see somthing called background and a list there just choose a picture from there then click apply and ok and your done!

Change the power suply unit and check it up whether picture appears on screen. some time low current will not be able to drive .
or else connect the monitor with other computer check it up

go to tools menu,click INTERNET OPTIONS,click the ADVANCE tab,then turn on sound and pictures
