What I saw was directory listings, are you sure your visitors know what you want them to do? I sure didn't and I quit listing my sites in these directories long ago. Now I get much less spam.

State a direct purpose or goal, and then figure out your target audience. If it's for local business, start by posting flyers in places where people who you wish to reach, gather. Maybe even post one question on the flyers that you are most interested in seeing answered. Moderate the discussions well, so that you do not turn people off with your responses. Ask good questions that really get peple thinking off the mainstream. Creativity alwasy helps.

You need to make people aware of such a discussion is available and of the best thing is to advertise. There are many sites that could advertise your discussion website. Barring spreading the word, it's important to have interesting topics. Also, more controversial topics usually generate more traffic. For example, football rumors in football-playing countries.
