If you like the game, sure.
If you don't play it often, then the base game, and maybe a couple of expansions, are enough.
I tend to try to buy all the expansions for any game, but I can't justify them for how much I play Heroscape. So my son and I buy the ones that look the most interesting to us.

Tough question. I'm a Heroscape addict, but I'm also a poor ($$) student. I've picked up several of the expansions when I can find and afford them. I think I'm now 2 or more expansion sets behind, which 2 x 4 x 10 = $80, and I don't get to play that often.
I would recommend that you not fall into the completist trap as I have (unless you are moderately obsessive/compulsive as I am) but pick up the occasional pack (or expansion set) if you feel the need to enhance or add some spice into your game. At the very least, Hasbro says that they do not plan to limit the production run of any of the figures, so if your local store sells out of one expansion, you can wait for them to be re-printed.

The Heroscape expansion packs are definately worth buying if you are planning on playing the game for a while. They are costly, but we buy 1-2 a month and have been playing for about 6 months. The new characters add much more excitement and strategy to the game. I recommend the terrain as well!!

No, invest you money for better games. I think that Heroscape is a good entry level game miniatures games for the little ones. I've got caught in the collect them all phase with some games then I realize... Hey this game is terrible.
My suggestion, play the basic game and add while you go and see how you feel each time.
