It use to bloom before these stems shot up. If I am not wrong, I was told that these stems which grow straight up, are male, and they need to be cut off, as the plant will not produce flowers. Should I cut it off?

are these two stems growing from below a graft point...if so cut them off fast.

Pruning should be done before the growing season or in the fall. I only have 2 stems on my rose bushes and they both bloom. --- I have them in low light which keeps them skimpy.

Yes, you should prune those two stems back. You should always prune your roses back in order to get a fuller production of roses during blooming season.

I would cut them off to the same level as the rest of the bush. Most likely that will trigger the rest of the bush to either bloom, or start growing more uniformly.

I dont know if they are male but you should trim them back, they suck up all the plants energy.

pruning is good for roses. it helps them become fuller and healthier.
