Those who have amassed great wealth and power of "position" in that they work from "behind the scenes" pulling the necessary strings to exact control over world politics and economic affairs... though sometimes the thing they cannot predict is the impact of new or novel technologies. Otherwise they can manipulate stock prices, deal in inside trading, bring pressures- both economic and political, to bear on "rogue" states that do not fall in-line with their long-term plans for the planet.
At any rate, I would encourage you to read a book entitled, "Rule by Secrecy" by J. Maar. It a pretty comprehensive and historic survey of the established "halls of power" over the centuries.

It depends on the situation.
The powers that be, most often refers to God.
It can also refer to the boss, parents, gravity. Whatever the power is that controls the outcome or direction of a situation.
The Boss, Parents,
The Powers that be can stop you while you are driving your car and issue a ticket if you are going too fast. So in this case the Police.

no one "forces" you to live in one way or another.. actually, we are free to make our choices ..just that people need to believe in something beyond them, in powerful forces guidind their lives in a better way in case they feel they lost somehow the way they needed to follow in their lives..
