Unlike the human female that is born with all of the eggs she has for life the human male has to produce sperm. To do this there are special cells in the testicles that divide and produce sperm. This process begins when a boy enters puberty and that varies from 11 to 13 years of age. So technically at 12 you have the cells for producing sperm but if you actually are depends on how far along you are into puberty.
