like, can i make a pic smaller without having to download or install any new programs?

The older version of MS Office (2000 and before) comes with a neat program called Microsoft Photo Editor. Unfortunately Microsoft took it off from XP.
If you still have your old system in hand, or just the hard drive that contains the 98 or 2000 system file, you can try search (by Windows Explorer) a program file PHOTOED.exe. Just copy that exe file and save to your XP hard drive, create a shortcut on desktop or in the program menu then you’ll be able to edit most of the common photo files. To resize a photo file (really reduce the file size), go to toolbar/image/resize.

Nope! you have to have a photo program of some sort to make changes to sizing, and etc. XP just reads the programs for u..
U could try it in windows viewer and see if it will go smaller.

Are you resizing to print them? or are you resizing to send by email? .If you have Word on your system you can re-size it in that to print them but remember to size the page to fit the image or you'll be printing a small picture onto an A4 sheet.
If you want to re-size to send by email try your printer software or if you have Paint on your system that will re-size your image.

Open the picture as a bitmap image. You can edit it there. Always make a copy of it before you do it.When done save it as jpg or tiff or one of th eother formats.
