I assume you mean dubbing in voices, not sound effects (which is called Foley, by the way.)
1) get hold copies of of Backstage, American Theatre Magazine, and Stage Directions Magazine. Research Voice-Over Classes, and then bite the bullet and pay to take one. Make sure that the course and its tuition includes a finished demo reel with samples of your voice.
2) Have the demo reel duplicated professionally, AND have it uploaded as an audio File to your computer.
3) get hold of Backstage and a publication called the Ross Reports, which list casting opportunities and potential agents. Submit your reel either by email or by snail mail.
4) Make sure you know which are Union notices and which are not. (The appropriate unions are AFTRA, which covers radio and videotaped TV, and SAG, which covers all film, including filmed TV). If you can afford the initiation fee, join AFTRA.
5) Be patient and don't get discouraged. It's a very competitive business
