Not in every case, but, in some cases, yes. It depends on the landlord. The phone would be a definite yes. Never have I known of a situation where one was not responsible for their own phone bill. In the case of the rest, electric is not normally inclusive either. It depends on the situation. Obviously, a single person apt. is not going to run up as much electricity as a three or four person dwelling. If it is just you, it may be included. Same with gas. Water is normally the first thing that a landlord might swing, because it is the least expensive.

In most cases, yes. Some places will include cooking gas, some might even include electricity and/or water, but generally, you will have to pay for it all. NO place will pay your phone
gas (for heating and/or cooking if they offer it)
electric
phone
water
garbage
sewer
cable
You pay them all if you want them

Also, each year, if you renew your lease, if they were paying for something in the previous lease, the could drop it from the new one. One apartment I rented originally included the water, sewer, garbage and cable. After the first year, they dropped the cable. After the second, they dropped the water. Third year, they dropped sewer and garbage and there was nothing I could do about it.

Yes, the utilities are separate. Sometimes you can find an apartment where the electricity and gas are included, and frequently (but not always) the water is included, but the phone never is.

Renter's insurance, utilities, garbage, cable, internet, phone. Some places you are responsible for sewer, water and heat. Then you need food, cleaning supplies, laundry and personal care products All utility companies demand a cash deposit of 300 to 500 up front
