I'm always very self conscious when I go to the ocean or beach or someone sees me swimming with clothes on because I'm always afraid of what they would think. What do you think of people who like to swim with clothes on (jeans, shirt, socks, shoes). Maybe I shouldn't worry about what others think, but it's still nerve racking to me just thinking about what they must think.

I can't see anything wrong with this at all. In fact, I usually swim in cycle shorts and a t-shirt with a sports bra underneath because modern swimsuits are so immodest and provide nil sun protection. My brother used to swim fully dressed because he was self-conscious about his skinny body and his ribs sticking out.
I don't know what other people are thinking, but I'm afraid I don't care too much.
The shoes probably sound a little over the top, but they do protect your feet from rocks, seaweed and jellyfish at the beach, so maybe they are more practical than they first appear.
Just be careful your clothes aren't so heavy when wet that they weigh you down - you don't want to sink.

I don't know if I wanna call it a fetish, but I call it a hobby.
If you're at a beach, a creek, or a lake; don't worry about it. Just be careful not to wear clothes so heavy, that you can drown. If necessary, wear a life vest to go with the clothing you wanna swim in.
Just a T-shirt and long pants would work for me.

I'm really not sure where your going with this question
but I will say that
If your at a beach, and hundreds of people are half naked swimming
Not many people will even notice you.
(I mean, unless your extremely handsome and have a hot body..)
If you swim with your swimming suit, not many will notice
but if you swim with your clothe on, especially with socks and shoes..
you should be self conscious cause people will notice you.
But hey, you said itz a fetish.
