They do it because it looks cute and is fun (especially when it comes to the girls who, no matter their age, love being considered cute/adorable). If they do know the real meaning (victory) they don't try to use it as such.

The "peace sign" is just a way of posing in Japan. It doesn't literally mean "peace" over there. I don't think it even means anything. I've seen Chinese ppl do it too. Maybe it's an Asian thing.

no, most Japanese just love America and like to imitate Americans as much as they can. Their fashion is about in the Americana's 70's fashion. So, no it does not mean anything else. That is just something fun they do like in the 70's here. I lived there for about 4 years a few years ago.
