The cheapest would be stain or paint, depending on what the wood looks like. The best material to cover your stairs would be laminated wood flooring (glue-less). Most laminated flooring carries a 25 year warranty that blows everything else away. Also if you are a DIY person, visit your local Home Depot or Lowe's and they have classes on laying it down or just purchase the video of laying laminated flooring. Minor tools are needed.

lowes, home depot, value city, ollies, and biglots plus others sell cheap carpet runners in various widths and lentghs,buy the size runner that is about 1 to4 inches smaller than the width of your stairs,start at the top of your top riser/step start stapling at the top then the crease,when that length of runner is done start a new one try to keep the ends of each runner in the crease between the botttom of the riser and the back of the step. cheap and easy. or just go to a floor center and pick out a remnant and have them cut it for you to the length and width you want and install the same as above.
