If they are located over a register and you have central air the cold air will make them steam up, we just had new windows put in and one is located directely over the register and it is the only one that fogs up, if you have a leak in one of the windows it will fog between the two pieces of glass, so if it is not steaming up between the glass it is just the difference in the cooler air inside and the hot air outside.

Argon could be leaking but sometimes you might get confused. If its extremely hot and humid outside and really cold inside your house, the windows may fog up a little.

Because they are leaking. All double pane windows leak the inert(usually Nitrogen) gas.But that's ok since air is 75% nitrogen any way.If you paid extra for insulating gas filled double pane windows you were taken advantage of.
